There are two hostels in Kauai, both in Kapaa. In addition, the YWCA’s Camp Sloggett, located in Kokee State Park near Waimea Canyon, offers hostel-type accommodations.
Unfortunately, a lot of these places are either occupied way in advance or have close down by now. If you’re looking for affordable hotels in Kauai, you may want to consider Hotel Coral Reef or the Islander on the Beach.
